McCain's planetarium problem

Posted: Wednesday, October 08, 2008 8:20 PM by Alan Boyle

Adler Planetarium
The Adler Planetarium's Zeiss Mark VI projector was installed in 1970.

As if scientists weren't having enough problems due to federal budget freezes, now they're facing flak from Republican presidential candidate John McCain because of a $3 million planetarium projector. Which was never funded.

McCain has repeatedly taken his presidential rival (and Senate colleague) Barack Obama to task for seeking the $3 million earmark for Chicago's Adler Planetarium. The 40-year-old projector currently being used by the world-class planetarium is failing, and it's so obsolete that spare parts aren't available anymore. Obama and other members of the Illinois congressional delegation sought federal funds for a replacement.

That request fell by the wayside, and the funds never came through. But McCain is still trying to beat Obama over the head with the non-existent earmark, complaining about the "overhead projector" during Tuesday night's debate.

Anyone who's been to a planetarium knows that a planetarium projector is an incredibly complex and expensive device, and not your garden-variety overhead projector. Two years ago, the Los Angeles Times reported that the Griffith Observatory's new projector cost more than $3 million. Total cost of the Griffith's renovation: $93 million.

In response to McCain's comments, the Adler Planetarium issued a truth-squad statement today. Adler President Paul Knappenberger noted that the Griffith Observatory as well as New York's Hayden Planetarium received federal funding to replace their projection systems, according to the Chicago Tribune.

Legions of science fans are leaping to Adler's defense. Here's a selection, mostly cribbed from Phil Plait's Bad Astronomy blog. I'll be glad to add more if you send them along as a comment:

As I noted on Tuesday (and this morning), McCain's shares are hitting new lows on the political prediction markets. Maybe his planetarium problem was a factor.

Update for 12:50 p.m. ET Oct. 9: Tracey from Atlanta makes a good point in the comments below: All the publicity about this should help the Adler Planetarium raise the $3 million without the federal earmark. In fact, I'll be doing my part. I'm sending the planetarium a check for $140 today. This is in lieu of the political contributions that I never give because I'm a journalist. If everyone who has clicked onto this Web page so far sent in that amount as an average contribution, the planetarium would have more than $3 million in new money for their capital fund campaign. I'm going to write on my check that this is for "planetarium earmark avoidance," and you're free to do the same.

Update for 3:30 p.m. ET Oct. 9: After talking with the planetarium folks, I found that the best way to mark the check is to say it's for "Sky Theater renovation." (I'm adding the "earmark avoidance" part as well, just for fun.)

Hi Alan!  Who knew, eh?

Spacewriter
I'm from Chicago, and I love the Adler Planetarium and have been there many many times over my life.  I'm also an Obama supporter.  But there should have never been a federal earmark for this.  Things like this should be paid by the taxpayers of IL and Cook County along with charitable donations.  Not federal tax money.
No, projector ey McCain.  I guess you'll ban books that teach us to communicate effectively next....no, no, wait...Bush took care of that.
An "Overhead projector"? Amazing! I close my eyes and try to imagine the behemoth Zeiss projector used for a business presentation. Describing Adler's plantarium projector as an overhead projector is rather like describing the USS Intrepid as a "ferry boat". :o)
Either way, Obama asked for it (and got turned down), but the point is, he asked for the 3 MILLION dollars for a projector.  Why should projecting stars on a ceiling in Chicago become a federally funded project in the first place?  Why doesnt the city of Chicago buy them one?  Why don't they host a fund-raiser and hit up local money to buy them one?  Surely there are enough people with money in Chicago who want their name on something to kick in that kind of money?  What about a corporate sponsorship?  All of these companies are paying millions to have their name on the front of athletic stadiums...  How about on the front of a planetarium?
McCain acts like and has the mentality of a caveman equipped with a bias towards anti-intellectualism and a penchant for lying. His political career will be over when he loses his ridiculous bid for the presidency in November. Burning books and denying knowledge is the mark of a McCain/Palin candidacy.
Astronomers rule. Seriously, you guys rule. What's $3mil these days?
As a Wisconsin resident that has been to the Chicago museums many times and has seen the massive crowds that visit these venues, there is no reason why these places cannot be self funded or funded through private donations.  It's ridiculous that these institutions must rely on the federal government to pay for their existence.  I see the Adler as a Chicago tourist attraction and one that benefits the citizens of Illinois.  And as such, should be funded locally or by benefactors from all over the world.  But not by federal tax dollars.  Chicago has more than enough resources on its own to pay for this.  After all it wasn't a problem for them to pay for a Soldier Field renovation.  Stop bashing a guy that is truly looking out for the taxpayers of this country.
I used to like Senator McCain, but the lows to which he and Ms. Palin have reached to try and smear Senator Obama have made me see him as NOTsomeone I want in charge of the country.  His calling a planetarium projector an overhead projector just shows that his knowledge of the science that our country will need to apply to overcome many of the world problems such as Global Warming is sadly lacking.
so just because other places waste federal funds its ok for Chicago to as well? im a die hard Obama supporter but pork is pork, if this place cant get enough funds from its business to pay for its own equipment than its time to shut the doors period. with trillion doller debts this kind of stuff is just wrong. everyone wants to cut the pork its just that no one wants the knife to touch THEIR pork.
We need to stop ourselves.  Just because others waist money, we don't need to encourage more waist.
Three million dollars of tax money spent for a projector used for educational purpose for the general public beats the use of the same amount of money spent for arms for war. It's not likely that a planetarium projector will be used to kill anyone, especially when the risk of killing multiple civilians is high.
Take my tax dollars for educational toys! Take them, please! Take my tax dollars to help people understand the workings of the Universe rather than ways to destroy it!
M from Chicago: that's very honorable of you to suggest that Illinois and Chicago should pay for the planetarium.  But I think that improving the public's appreciation for science, especially children, is something all Americans can chip in on, regardless of where it is.  Also, Illinois sends out more money in taxes than it receives in federal funds (unlike Arizona and especially Alaska).  So, if some of that money comes back to Chicago in the form of a projector for a planetarium, I have no problem with that.

Just to add a little more information...

The Wall Street Journal reported that the new projector would cost $3 million to $5 million, representing part of a $10 million upgrade for the theater. So far, $3 million to $4 million has been raised for the work, so there are already some contributions in the pipeline. The planetarium is on the list for earmarks in FY2009, put forward by Rep. Rahm Emanuel, D-Ill.:

il05_emanuel/EARMARKS_FY2009.html

I will refrain from judging whether the planetarium should or shouldn't receive federal support, but I'm sure there are better examples that McCain could have used to make his point. Calling planetariums "foolishness" is sending the wrong message. I'll also note that the planetarium is part of the National Park Service's National Historic Landmarks Program:

It's a Shame THAT ONE shroud chastise an other trying to give money to something that can help educate and inspire many while in the same breath proud about spending millions on their never-ending war..
carl zeiss rocks. mccain couldn't even shine his
shoes. or one of his lenses. planetariums rule.
There is pork (hundreds of millions for roads that are not overloaded or well used) and there are things that are appropriate, but have to be judged by the merits on the common good etc. ( $3m for something that is a internationally known resource, the Adler,  that millions have seen over decades - even myself).  The former should never have been asked for, the later probably need to be judged against other uses.  In this case, the process worked and it never was funded.  Every senator and representative is elected, in part, to raise local issues to federal level, and try to organize the power and funds of the federal government for a combination of local and national good.  So in this case, I have no problem about the ask, nor a problem about it not getting funding.
Who paid for the original projector 40 years ago? I doubt it was the federal government. Most of our museums exist because of the individual philanthropy of the citizens. If they need a new projector then they should raise the funds themselves and not look for a government handout.
You may be talking bad about McCain here, but Obama's education plan calls for lessening the amount of research grants given to universities. I think that is a much bigger issue here.
I have to give a shout-out to Doug Slauson, a.k.a. "Chief," my high-school stargazing buddy. Well, hurray, Doug!
I have never been to chicago, but I am in the top 5% of taxpayers why should I pay for a planetarium that I will never visit and never have the chance to visit.  This should be local government.  If I decided to build a planetarium out in the hills of East Texas can I get you to pay for it.

I mean you to all of the people who are saying this a good plan.
Yes, we DO need federal money for science and propaganda of science, including Chicago Planetarium. Education of science is national priority and we shouldn't rely on fund raising, local money, city funds etc.

Didn't we find 3 million for rebuilding something similar in Iraq? Here we go again! I am so sorry that Adler didn't get federal money. It should.
Good lord. Talk about a drop in the hat. This Congress just approved a $700 BILLION bailout of Wall Street and we're whining about 3 million. Priorities people!

Well, Guy, I'm betting that there's a little dollop of my money that has gone to support the McDonald Observatory (which I realize is in West Texas, not East Texas). And we did build you a nice big hole in the ground for $2 billion.   ;-)

He's having a senior moment. But let's spend 700 billion for corupt banks
Just shows how out of touch, out of date and technology illiterate McCain is. Being a 1960s war hero is clearly not enough to lead America in the 21st century.
MCain made it sound like a multi-million dollar high school overhead projector.  Would the educational value of investing in the planetarium upset the Republican base?
I realized immediately that a planetarium projector is not just some "overhead projector" as potrayed by Sen. McCain.  His ability to mischaracterize facts is of great concern.  Pres. Bush lied to us to get us into Iraq.  We don't trust him now when he says the economy will be fine.  Neither does Wall Street or the world markets.  Why should anyone trust Sen. McCain.  They both seem like similiar people to me right now.
Those who live in glass houses...Gov Palin received a lot of money from the Federal Government that was used for road repair and other highway projects. INITIALLY that money was EARMARKED for a bridge to nowhere. As a Senator or member of the House, it is your job to ask for funds to benefit your constituents. It is then up to all of the members to vote on what is most important. Somehow $3million for the upkeep of a place of learning appreciated by millions (not all people who visit Adler live in Illinois) was not deemed worthy but several HUNDRED Million was ok'd for a bridge that even those in Alaska felt was a bit much. Over one Hundred BILLION was tacked onto a bill to bailout Wall Street (if the bailout was so necessary, pork to make it more acceptable to the Senate and House should not have been required for passage).
Alan, the McDonald Observatory has gotten a lot of DOD and NASA funding over the years. It would be interesting to find out how much came from earmarks and how much went through the normal appropriations process. McCain is not objecting to funding the planetarium per se. He is objecting to doing so through earmarks, a practice that fosters graft and corruption. He would prefer that such funding be done in the full light of day through the normal appropriations process. Implying that McCain is somehow "anti science" is a cheap shot and ignores the fact that he is against *all* earmarks, not just ones that Barack Obama favors.

I'm not sure why the "two billion dollar hole" came up. The super conducting super collider went through the normal appropriations process. Nevertheless, cost overruns and a certain hostility against "big science" on the part of Congressional Democrats (since we're being partisan here) combined to kill the project and thus cede to Europe leadership in high energy particle physics for a generation.
I'm a former planetarium lecturer at Morrison Planetarium in San Francisco. If we don't fund our science museums, and we don't fund our schools, the question is: how will our children learn about the world around them?

http://shadowgm.diaryland.com/081009_27.html
I am a taxpayer, and I have absolutely NO problem with my money going to anything having to do with the arts, sciences, and other educational projects. If it were up to McCain and his misers, we would have no public financing of anything remotely educational because their mentality is cut taxes, less government intrusion EXCEPT when abortion, death penalty, or anything defense or war related is mentioned.

Hypocrites of the worse kind and so, so selfish. I am so glad I live in an area where we don't look down on education and learning. What a sad place you detractors must live in.
John McCain knows all about that which he accuses others..... People have become so deadened by the current administrations raping of America that they've forgotten McCain's involvement with the Savings & Loan ripoff.

Feeding off of the Lint/Money from Keating's pocket, so that he could demonstrate his solidarity with Reagan's "Tinkle On" theory. you remember the theory that the rich get richer and you get tinkled on.
So, it comes as little surprise that McCain would never support such a public initiative. He doesn't even realize that the only places to see stars in any major city, from Chicago to Washingon DC are at the planetariums. Perhaps instead of looking up, he has been looking down at the people that he's been trickling on. Ask his Multi-millionaire wife. She knows his every move. I'm still waiting to hear from Bret and Bart (Maverick not Simpson.

For certain, this administration has me repeating over and over and over again, "I'm Bushed".
Thank you Alan Boyle for noting that the planetarium is part of the national park service. This makes a request for funds a valid one since it was seen in the past as something worth keeping. This changes its status from a local panetarium to a national planetarium. The fact is it was the first planetarium on this side of the globe back in 1930. Unless it is to be kept just as a museum piece some federal funding should be found if it is available.
I also do not think whether or not I intend on visiting a site should control if it gets funded. I do not ever intend on visiting the Alamo but I do not think it needs its funding cut.
Instead of spending billions every month on the illegal, unnecessary, and immoral war in Iraq, we should be spending money like this to educate and advance our society.  $3M is a tiny, tiny fraction of what we spend in a single day in Iraq.  But instead of doing something positive for our country, McCain/Palin want to move us back to the dark ages.  They won't rest until everyone is as uneducated and unaware as Sarah Palin.
Alan....politics or science...which is it?....maybe this is a good year to vote none of the above...This issue should have been addressed 20 years ago when they STILL HAD spare parts.  A sinking fund probably was established back then for renovations but incompetence is now self evident.  There is too much incompetance in the world for the taxpayer to correct.

If they want a world class planetarium, it will not come from pork....hey, I want a world class maglev line from my small town down to D.C. ...should we raise your taxes to pay for that?...I did not think so.  Maybe someone would do right to write a nice little book, THE SCIENCE OF PORK.  subtitle: robbing the nice americans blind with little white lie and absurd claims of majestry.  I believe Chicago should have a nice planeterium, and, I believe Chicago should pay for it.  Bottom line. end of story.

If they want federal monies, then come up with something REALLY world class, like a 3-D planeterium...AND...succesfully demonstrate that they can operate it well into the future WITH garuntees that that they (the operators) WILL fund it's perpetual maintenance, heck I might even consider lending them one of my 3D telescopic display inventions...But with their past performance as a guide, I insist they have a very high bar to clear, one thing is for sure, if they insist on using barracks ill-concieved, incorrectly weighted, and nancy blondolt like postulates where the factors are missing required exponents and the integrations are made with imaginary limits and the derivatives approch infinity and the divsors are variable based upon their best guess at what popular opinion wishes they were...well then, I would be very hard pressed to desire to show them how to make a 3D projection telescope fit for planeterium usage, let alone explain to them the basics of finite mathmatics....the real bottom line?...the taxpayers are already broke, so in the words of Gov. Rendall>>>>GET OVER IT!!! (like those florida voters really did not care that their votes were not immediatly counted...come to think of it..IN TWO ELECTIONS!!)....does anyone know if McCain voted while he was a prisoner of war?  I do not know.

(yes I know it is a federal park, BUT, chicago DOES benefit and the pork winner is always the local political hero, tossed out if he does not bring in the bacon, not even an atta boy if he trims some fat...a simple records comparison oughta show anyone that, in terms of current events)
As a long-time planetarium lecturer at Griffith Observatory in Los Angeles, I can say that there can be no value placed on being able to see an awe-inspiring rendition of the night sky. Whether it's funded locally or federally, too many people have lost contact with one of the primal ways people have always felt they were a part of the Universe, instead of apart FROM the Universe, and maybe that's one thing that's lacking in today's world -- we're missing a closeness and empathy for the world around us. For part of Griffith's renovation, there WAS a Federal grant, plus state, plus local, plus private. As long as the Feds are meddling with education (and I think they have every right to set national standards), then it behooves locals to seek Federal assistance. I don't fault Obama for wanting to do something that increases people's awareness of the night sky.

I DO fault Palin for seeking earmarks greater per capita than any other governor in the U.S.
hi, i was amazed that mccain said this last night, but then.. he would have NO CLUE what this projector even does...  i'm incredibly poor.. (yea.. take out your little violins and sing me a sad song! LOL) but i am single and i will survive.. so i am able to COMMIT $20 dollars to you now. it's not much, but like i said, it's all i can really do. i'm helping the obama campaign, but once again.. it's not with money, but it's with things i am doing for them here in local santa fe, nm offices. science is a major power in teh world.. and if we can't even demonstrate to our children what it's about.. how do we get them hooked?  getting a kid hooked on science is awesome! i would LOVE to make them a gravity junkie!!!  :D   :D  :D
I agree with Joan, Why spend millions on war defense when we can spend it on education and America's future.
Well, McCain has us on this one. Getting kids interested in science is such a waste of money! Clearly our spending priorities should be buying out people that bought houses they couldn't afford, making sure huge Wall Street firms never suffer a loss, or funding an endless war in Iraq.
"Yes, we DO need federal money for science and propaganda of science, including Chicago Planetarium. Education of science is national priority and we shouldn't rely on fund raising, local money, city funds etc. "

Do we really? I mean America isn't the brightest bunch anymore. We hardly graduate 5000 CS Network Engineers a year compared to China, India, and Korea's 150,000 Cisco certified engineers. In the info technology area, these countries leave us in the industrial age... and we're sucking at that too. And of 5000 we do graduate, many of them are from Asia on student visas anyways. So why not just replace the 3am call to the white house with tech support call to Bombay?
Planetariums give us perspective on the size and magnificence of the universe. They teach children why they must take good care of the eareth, this rare little ballin space with its air turning brown and its trees being burnt away. Sen. McCain says he never asks for earmarks.  I taught the Apaches in Arizona and know that Sen. McCain didn't lift a finger for them in ANY way.  High rolling gambler that the casinos there love, the Senator sat on the Indian Board and allowed a copper mine to take over Apache territory and destroy sacred grounds, while polluting and destroying their land. There aren't enough books, the water is poisoned with heavy metals, as are the fish, because the government secretly poisoned the cottonwood trees lining the Big Salty River, to destroy the trees so there would be 'more water' to reach Phoenix, etc. What actually happened is that the trees died, and the water was exposed to landslides, silting, evaporation, and so much heat that LESS water ended up reaching Phoenix. I could not find a single thing that Mccain did for the poorest of Arizona's exploited poor -- the Apaches. At least Sen. Obama tried to do something for the community.  I don;t see Obama spending his holidays gambling in casinos....in AZ, the money which is supoposed to reach all the Indians only goes to a few...and just close your eyes and uess where the rest goes.  This is in contrast to Louisiana, where the Chitimacha Indians each personally get a check from the casinos each year. That will NEVER happen in AZ as long as the casinos know how to curry favor with powerful Senators there. The Apaches are a proud and good people who deserve better.  I think it's wrong to have ANY white man sitting on the Indian Board, let alone silver-spoon McCain.  I am a 65 year old white woman with 15 yrs' experience teaching, who has had recent experience teaching on the reservations in Arizona. Many try to help out....it would have been good to have seen anti-intellectual Mccain doing ANYthing for the Apaches that was truly to their benefit, all those years.
I have to agree with both sides. It should be funded and I tend to think that since it's a part of the National Park Service's National Historic Landmarks Program it should be National Funding. However, it is used primarily by Chicago and the surrounding areas, so maybe Illinois should match the funds. It definitely is an educational project. As a former h.s. science teacher, I loved taking my students to our planetarium because I knew someone was going to be inspired. McCain doesn't even use a computer, so how would he know what's technilogically necessary and what isn't? Yet, Biden is scary too, in that he wants to tax the Internet. I'm glad to hear both sides being debated, though, like they do over at PoliticalSlavery.com.
Maybe some good can come out of this. Sen. McCain just brought attention nationally to something that is needed in Chicago. I agree that it should be paid for locally but I would be interested to see how mony people visit the planetarium are not from IL or Chicago. Now that millions know of the problem, a fundraiser would more likely raise more money. They just got some of the best advertisement they could ask for.

I have always wanted to visit Adler but have never gotten the chance to. Its funny when someone says that they dont want their federal taxes paying for stuff they will never use. Good luck with that.
3 million to teach children or 10 billion a week to kill or 120 million for a bridge to no where.
McCain is quite the hypocrit when it comes to pork!!
Where's the Oprah money when you need it?
McCain was playing to his base.....they don't give a damn about science.
I see Alan has missed the point.  I'm sure Guy did not ask for any federal money for the project you are talking about.  Planetariums may be nice but I don't think the federal money should be used for one unless it's in D.C..  Shame on all of you that want to force others to foot your bill.  :-)
Why should I, in Kentucky have to pay for a Chicago projector? Taxation without representation.
Tsk tsk

Chicago can buy their own projector, that is the point. Also, dont trust Obama with education money, he will forego [academics] for political activism.  Just do some research on your own and stop eating whatever you are fed.  i still love your coloumn Mr. Boyle
