the job might call for something other than advocacy.

As experts issue their latest assessment of global warming, and President Bush’s science adviser finds himself in hot water over the topic, policy wonks are starting to think about how climate change and other scientific issues could be handled better in the next administration.

What would Al Gore do?

The former vice president, Oscar winner and Nobel laureate hasn’t made any noises about getting back into politics … yet. Nevertheless, the idea of having Gore as the country’s science czar is a good way to spark a discussion over mixing science and politics.

Should science and politics mix? Some people say they should be separated - with scientists refraining from making policy recommendations, and politicians quietly absorbing the dispassionate dictums of designated eggheads.

"I think that's exactly the wrong thing to do," said Roger Pielke Jr. of the University of Colorado's Center for Science and Technology Policy Research. Rather, Pielke writes in this week's issue of the journal Nature, the scientific community should foster "more sophisticated ways to integrate science with the needs of policymakers."

Pielke interviewed seven of the 14 men who have served as White House science adviser - a position that President Eisenhower created 50 years ago in the wake of Moscow's Sputnik shocker. Those interviews served as raw material for his Nature commentary as well as a new book titled "The Honest Broker: Making Sense of Science in Policy and Politics."

An options czar, not a science czar
For Pielke, the bottom line is that no one person - not even Al Gore - can hope to be the president's scientific sage. There are just too many viewpoints to manage, and too many issues nowadays that cry out for scientific expertise. We're not just talking about climate change and energy policy here - this also involves matters of life and death (in the form of embryonic stem cells and gene therapy) as well as war and peace (in the form of yellowcake uranium, Iraq's aluminum tubes and Iran's centrifuges).

Pielke prefers to think of the modern-day science adviser as an "options czar": someone who doesn't make (or necessarily defend) the political decisions, but rather manages the flow of information that goes into those decisions. That could avoid the perception that the science adviser is little more than an apologist for White House policies - an image that has dogged the current adviser, physicist John Marburger.

"It's to the advantage of the president, whatever party they happen to be from, to try to preserve the integrity of that office," Pielke told me. "One way of doing that is to ask the adviser for advice, but don't involve them in the nitty-gritty of politics."

This idea of science adviser as options czar - or as the head of an in-house think tank that sifts through political possibilities - originated with social scientist Daniel Yankelovich, who sees the concept as a way of bridging the gap between science and public policy.

There's plenty of precedent for this role, although unfortunately a lot of that precedent has fallen by the wayside in recent years. Pielke said a reformed science office could look much like the congressional Office of Technology Assessment  - which was axed in 1995, soon after the Republicans took charge of Congress. As further examples, he pointed to the British government's "Foresight" process and Germany's enquete commissions.

Climate (policy) change?
We may well see some new blends of science and politics in the next few weeks: The Intergovernmental Panel on Climate Change's new report is sure to warm up the political debate over climate change, and Congress is due to take up the issue next month. Also next month, Gore himself is organizing a forum on energy and climate change for presidential candidates, as part of a bipartisan effort also involving California Gov. Arnold Schwarzenegger.

The outcome could set the stage for a dramatic new response to the challenges posed by a warming world. During his congressional testimony in March, Gore compared the scientific choices to those that a doctor faces when confronted with a feverish child. "If the crib is on fire, you don't speculate that the baby is flame-retardant," Gore said. "You take action."

In contrast, Pielke argues that the response will have to be more nuanced - befitting the role of a science adviser as an options czar rather than a policy advocate.

"I would say the IPCC isn't the last word in the climate debate," he told me. "It gets us into the space where we say, 'OK, what are the options out there?' The fact that action hasn't been taken in terms of reducing greenhouse-gas emissions suggests to me that we just haven't been creative enough in coming up with options that are technically feasible and practically doable."

He delves into this concept - and the contrast with Gore's usual approach - in an op-ed piece that's available as a PDF file.

The political road ahead
Not everyone agrees with Pielke, as demonstrated by this PDF file from an earlier issue of Nature. Pielke has long been involved in rhetorical run-ins with the scientists behind the widely respected Real Climate blog, for instance. But Chris Mooney, the Washington correspondent for Seed magazine, likes the idea of turning White House science advisers into options czars rather than policy apologists.

"I absolutely agree that that's how they should engage," Mooney told me. "But you've got to get the position back to some sort of stature before you get to that point."

Mooney has addressed the politics of science in a couple of books - starting with "The Republican War on Science" and continuing with "Storm World" - and he takes the issue head-on in a Seed article headlined "Dr. President." 

The way Mooney sees it, Marburger's tenure marks a low point for the status of the White House science adviser - although it's not all his fault.

"He wasn't given the Cabinet-level rank that previous advisers had, and he wasn't appointed on time, so people immediately had questions. His influence was weakened in that sense," Mooney said. "And then he became known as the defender of the administration's actions on controversial issues."

He said the next science adviser should fit a different profile.

"The attributes you need are a good relationship with the president, or at least trust," Mooney said. "You need credibility in the science community, but that's no good if you don't have any managerial experience. ... In addition, this person ought to know how to communicate science."

Almost every science adviser since Eisenhower's time has been a physicist - which Mooney said was understandable during the Cold War, when "everyone was worried about space and bombs."

"Now it's climate change and stem cells, and frankly a lot of other things as well," he said. That would argue in favor a non-physicist - someone who is respected either in climate science or biomedicine.

Who's next?
So if a Democrat is elected president, would that make Gore a shoo-in for science adviser? Although Gore may have some impressive medals and statuettes sitting on his shelf, Mooney still thinks this would be a job for an honest-to-goodness scientist rather than a politician.

The first person he mentioned was Francis Collins, director of the National Human Genome Research Institute. "He's got the ability to speak to Christian America, and he's got the biomedical bona fides and the managerial experience," Mooney said.

Other prospects on the list include E.O. Wilson (celebrity biologist) and John Holdren (climate change expert).

But even if the next science adviser turns out to be a climatologist, the global-warming issue will require some extra political attention, Mooney added. "You might want the next administration to have a global-warming czar," he said. "Someone who's appointed as an international negotiator."

Hmm. Maybe there's a czardom waiting for Al Gore after all.

Gore,,,, The sky is falling. What a joke.
I am so tired of Al Gore. I hope that by now everyone is aware that Mr. Gore has been shown to be wrong in almost all of his statements on the subject of why the planet is warming. Al Gore is exactly why science should not be filtered through politics. All those who realize that water vapor accounts for 95% of all greenhouse gasses in our atmosphere and that 97% of the remainder is naturally occuring co2 and other gasses please smile and nod at those who are trying to convince us otherwise.
No way a politician should be a science czar.

Wow, dude didn't anyone ever tell you, no scientist has doubted global warming for I don't know, ten years maybe, and yes it is humans' fault. Take any high school environmental science class and you would know that much, or if you don't believe in education listen to someone who does, and who does know environmental science. Yes Gore dumbed down his climate presentations, but they were all based on good science and accurate.
Al Gore for science adviser? How about Al Gore for ... Vice President! There's no constitutional reason I can find why Mr. Gore can't be elected and serve again as Vice President of the United States. Think of the advantages. The Vice President has functioned as the President's informal science czar in most administrations since the Kennedy years. With eight years of experience, Gore already knows the official and more subtle aspects of the job. And in case of the death or incapacitation of the President, Mr. Gore would make an able Chief Executive--more so than some other VPs who have been elevated to the higher office. If Mr. Gore is not nominated as a Vice Presidential candidate, I suggest a non-partisan, grass-roots campaign on his behalf. It would be a great way to show that the people still hold the real power in these United States. Let's go with Gore for VP in '08.
I personally would like to see Al Gore as science advisor or even as President.  The scientific community has been informing students of the potential of Global Warming, in University level courses.  The Business community, however, has been slow to react because of the potential monitary losses--the insurance industry with Hurrican Katrina is a prime example.  Why is it that humans have this need to build expensive homes near the coast lines, knowing that storms and eventually the entire coast is going to be underwater.  Trillions of U.S. Dollars and infrastructure exist along the coastline of American, along with the megacities and population. All of which is going to have to be relocated inland, in the interest of National Security and the various Think Tanks-CNA.  It is time for America to wake up and see the long term effects and affect that are occuring with the environment instead of being swindled by Republican Narrowminded Bush-ites interested only in the oil reserves and their pocketbook or Allen Greenspans pocketbook and those stock options.  
I have no true reason to doubt Global warming, nor do I have a reason to support Global Warming. Science is just as divided on the issue. This is sort of funny when you look at the fact that our country is completely divided. What I can say is that any extra chemicals we put in the atmosphere is a "BIG DEAL". Let’s say we have a scale that can balance 100 million tons total. Now let’s say that one ton represents the amount of bad chemicals we put in the atmosphere a year. Now CO2 is the most abundant but not the only one. Now we place one ton on each side of the scale. At this point the scale is balanced. Now for kicks and giggle we will go with a small number here, say an extra 1 percent added to one side to match the amount of harmful chemicals we added. Do you follow. One side represents they way our atmosphere should be and the other side represents they way our atmosphere is. From here you’re not going to see the scale dip. Even though one side is heavier then the other, but lets not forget that our oceans help cycle CO2 out of the atmosphere. So lets just say it will suck out about  30% (I forget the actually amount) but you still wont see the scale tip. “BUT” after time that extra 1% would start to make a different and the scale would start to till to the heavier side. So to me this is a problem and it is a dire problem because if we don’t start now will never start to move in the right direction. Politics has shown that time and time again by the time we try to tackle a problem it so far gone we can’t control it and aren’t even sure where to begin. i.e…Medicare, Social Security, Education, and so fourth. Some people like Gore might be blowing it out of proportion (then again they might not be) but if they don’t then will never move to better our children’s future. The last generation left us a mess and we woll do the same if we don’t act. Whether in my daughters’ generation or my grandchildren’s generation that feels the effects, someone will feel it.
Al Gore is helping us by informing us of the dangers of Global Warming,,,..... Or,,,,... He is getting very rich...FOLLOW THE MONEY!! You are not going to be a Sheople if you look for the root cause. $$$

Hey, CM in Boston.  I'm a science teacher and if you're going to use what's taught in a high school science class as your standard of truth, think again.  I don't know where you get your information, but there are thousands of scientists who doubt anthropogenic global warming.  Google "global warming petition project" and see 19000 names of scientists who have done just that -- and put their names to it.
The global warming hysteria has to be replaced by reasoned dialogue and continued research.  Instead, we get pop science doled out by a liberal press bent on seeing mankind and civilization as some kind of environmental infestation.  Hopefully, as the truth emerges, reason will prevail.

We all know that our use of fossil fuel needs to be reduced but the earth's natural cycle also plays a big part in the problem which includes Gore.

Consensus is NOT scientific...in the Dark Ages the consensus of politicians, religious leaders, and all scientists was that the earth was the center of the universe...Remember?  And the consensus was WRONG!  

Think on this carefully.  "Consensus" means 50% + 1 or more.  Every time "Consensus" is used to claim total scientific backing or world-wide unanimity, remember the Dark Ages set civilization back fo a long time, and killed a lot of people...but it was the Consensus!!

I liked Al Gore until I saw the inconvient truth.  He seemed to over due some of the material in his movie and I don't think I would be able to trush him as a politician dealing with being a science czar.
At least if we put Al Gore in as Science Czar, we will know for sure we have a good liar and a flaming hypocrite in office and can make allowances.  Check with Snopes on-line to see the truth on his housing!
Why does the whole concept of "Global Warming" and "Carbon Credits" sound alot like the idea of "Sins" and "Indulgences" to me?
All you bleeding heart liberals and high school educated morons (anyone for remedial reading and math?)need to listen to Dave Long from Cerritos, Ca. and follow the money trail.  When Al Gore sells his 10,000 sq. ft. home, SUVs and stops jetting around the world, then I might listen.  Until then, he's just another hypocrite fooling a lot of feely good lost souls.
I like the idea of a healthy planet, ecologically its good for everyone! But is this irrational preoccupation with activism becoming another way to stick our heads back behind the blinkers and just believe everything will be allright because we cleansed our atmosphere? In the next two hundred years our abilities to deal with challenges will increase but were inching closer to a probability of a bigger problem to be faced over the longer time periods aswell. Perhaps Science and Politics are better as united advocates but the two fields are their own institutions and should remain mindful of that, considering we need to get our best institutions working towards predicting many more possible outcomes and proposing new innovative ways to deal with them or consolidate or just evacuate!

So dude can you see this problem is only part of present problems (well worth debating its priority) and is a minor hiccup in our abilities to work through what this universe will be throwing at us in the future - Is that dumbed up enough for you dude!:)
Al Gore is a popularist!
Al Gore as science czar... hey why not?  He'd be great except for that little accuracy thing, but who needs accuracy in science.  Its so much more fun to freak people out.

Why is it that every time someone mentions global warming the media trots out a politician or two and a few passionate actors.  Call me crazy, but would it be better to discuss scientific theory with.... oh I don't know... maybe a scientist or two?  They might not agree with popular opinion though...

This is a joke, right?  The only thing Al Gore brings to the debate is a pack of reporters.  The global warming crowd loves him because he brings them publicity.  Did you "read" his book?  It's mostly pictures.  And the Academy Award wasn't about him - it was about the movie industry congratulating itself with him as their proxy.  The idea of a science advisor has some appeal, but Al Gore???  Get serious, please.
I don't know where KAC of Albuquerque and Charles M of Tampa got their 'facts' from but they should ask for their money back.  

First, percentages don't really count, nor does an imaginary volume.  Don't even bother to count, just use the eyes God gave you and the brains to go with them and look around you.

Second, apply some science to the situation.  All the glaciers around the world are melting.  Ice is the solid form of H2O and holds water up out of the oceans;  when it melts, the water must run into the seas.  Sea level will rise, flooding coastal areas, and lack of normal glacial melt as glacial headwaters become extinct will bring drought.  The five Great Lakes, largest reservoir of fresh water in the world, are shrinking in both volume and in area covered.  Check the computer upon which you write silly letters and look at the pictures of Alaska, Greenland, and even Africa, where you can watch the Snows of Kilimanjaro literally disappear.

Human beings, including you, are causing this to happen sooner rather than later, driving internal combustion vehicles, burning forests, dredging the seas lifeless.  Do you care?


Global warming has been going on ever since the end of the last ice age. That's many hundreds of thousands of years. Much longer than the few hundreds of years mankind has been having a noticeable effect on the environment. Are we having some effect? Sure. Are we the sole cause of it? No. Could we stop it even if we wanted to? We could affect global warming about as effectively as when we tried to stop hurricanes by seeding clouds back in the 60's. As for Al Gore as a science czar? history has shown the terrible price paid by allowing religious zelots dictate scientific beliefs, we produce scientific facts such as the earth is flat and the universe revolves around the earth. Why should we believe a politician should produce anything better. I say let scientists do the research and develop their conclusions based on facts, not agendas.

           It was in 1994 that the FDA first allowed the sale of RBST or RGBH(Genetically Modified Hormone injected into cows to increase their milk output). This causes a hugh increase of Mastitis (inflammation of the breast or udder usually caused by infection) in the cows not to mention an unnatural output of milk. This results in pus and blood in the milk (you are drinking it unless you get milk with no RBST or RGBH). To make sure you don't get sick from the pus and blood, the dairy companies add anti-biotics to the milk(this increases your immunity to anti-biotics and lowers the effectiveness of anti-biotics when you need them)

           In 1996, The FDA approved the sale of GMO Foods. They use anti-biotics as a 'Marker gene' in GMO foods (Again, you are ingesting this unless you eat non-GMO food).            1993 - 2000 were the Clinton/ Gore years. They are the ones that unleashed the GMO nightmare that we now live in. Look up Michael Taylor. Look at how he went from the FDA, to King and Spalding, back to the FDA to change the course of our food supply, and finally to lead Monsanto's public relations in Washington D.C. He is a cousin to either Al or Tipper Gore. Michael Taylor was the major consultant for the food lableing committee of the FDA that bullied almost all of the companies in the U.S. into NOT mentioning GMO's on their lables so that you and I had no understanding or choice as to what we were ingesting as far as milk or food went.

I'm all for environmental responsibility and I do believe that Man (the Human race) has has a real, negative impact on the environment.  Just anybody but Gore, like let's say a real scientist type person.
An inconvenient truth is inconvenient to be FORCED to watch in science class. Al Gore has influenced politics and education enough, don't fuel his ego further.

Politics?  So now the dominant activity of our national government is politics, and to that purpose, we must avoid mixing in Science?  And also Economics?  Health? Compassion?  Plumbing?

1.  Not one scientist claims that humans are the sole cause global warming.
2.  Scientist know very well that global warming has followed cycles for millenia: hot, cold, hot, cold (in relative terms).

HOWEVER,
3.  By tracing ice layers, scientists have also discovered that the effects we are experiencing now are much stronger than in any of the hundreds of thousands of years of record.

Yes, a lot of industries are tied up in raping the planet, and yes a lot of people's livelihoods are at stake.  Yes, also some industries hire shills to murky the waters and distract citizens while they go on about their business of profiting from deforestation, pollution, and supplying life-giving hydro-carbons to addicts the world over.

WOULD IT NOT BE A GREAT IDEA TO ACTUALLY HAVE A REAL SCIENTIST TO BE THE SCIENCE CZAR? HOW RADICAL IS THAT? AL GORE'S NEW SECULAR RELIGION IS NOT THE ANSWER.
I think just because Al Gore has some experiance with global warming and film making, does NOT make him qualified for the job. He is a politician, not a scientist in the least.
How about SCIENCE ZERO?
What would the world be like now if his father had gotten his way back in the 1950's when he wanted to spread nuclear material around China and Soviet Union to keep them inside their own borders.  
I am amazed reading some of the comments on this post. The ignorance and stupidity is staggering. This same unconscious American ignorance and stupidity is what got George Bush elected twice in this shame based country. It's alarming to read the posts of the red meat eaters here that are still in denial as to whether or not global warming is real and its impact disastrous for the human race.  
KAC, Albuquerque and Gregory Pratt in Richmond.  Sure there is water vapor in the atmosphere, and it is a greenhouse gas, the turn around time for water vapor is 10-15 days in the atmosphere.  Carbon Dioxide remains in the atmosphere around 150 YEARS and Carbon Mononxide will remain even longer.  Let the scientist do the research...on facts, not agendas.  You are exhaling carbon dioxide, that is a fact.  That carbon dioxide is mixing with the CFC's produced in China, which inturn is destroying the ozone layer.  That is a fact.  Now if the Sub-Sarahan Africans could get some trees to grow around lake Chad, prevent desertification, and absorbe your carbon dioxide--I might have some oxygen to breath.  Oh, don't flush your toliet--it goes into the James River which floats down here, gets sucked into the water intake values and a few more chemicals later drips into my kitchen sink as drinking water!  Wonder why the Chesapeake Bay is suffering--Washington D.C politicians in the Senate and House and their 30 lbs or more of intestinals problems.  Oh, Great here comes a tidal wave [...]   
Ok 2 quick points

1. Al Gore CANNOT LOGICALLY be a hypocrite. If person claims an increase in X causes Y, but an increase in Z proportional to the increase in X OFFSETS cause Y. Persons increase of X is CANNOT logically be hypocritical if offset by Z.

2. The Science is NOT DIVIDED. Just because there is a minority dissenting opinion does not cause a 50-50 default proposition. That is a logical fallacy. More importantly, for those claiming it to be false. You are claiming that with the information you possess (at best 0.1% of info known to experts) that is all that is needed to make the opposite conclusion than the majority of experts in the field. WHich is basically saying, you are 1000x smarter than Scientific Experts. Quite a hubris statement indeed.

I think Al Gore is the most decent person there is. All these people that dislike him I don't where they come from. His record is spotless, he's caring, he's honest, he is trying to make a better place for us all. Yet, we have all these jerks putting him down.

Al Gore is just ridiculous, and it is sad to watch our current agenda-driven media pump him up any chance they get. He is simply another enironmental wacko, an extremist. If it's hot, it is global warming. If it's cold, it is global warming. If it snows, it is global warming. If it rains, it is global warming. Whatever. All of this while he flies around the country in private jets, and lives in an estate with the carbon footprint the size of a small neighborhood. Are we (humans) causing global warming on the planets of Mars & Venus because those planets are having higher tempatures as well. When immigrants went to what is now called Greenland I don't believe they were naming in a sarcastic nature. We as modern humans have to look at this over thousands of years not just a few decades. Quit giving us so much credit in our ability to change things.
I think you are all nuts.  I would rather put my trust in  God than  any science. He is still in charge.  When I was in school they were warning us about the coming ice age.  That was over sixty years ago.  No change in my life time.  He is still in charge.
Global Warming issues aside.... I simply do not understand why some people seem to enjoy living in auotmobile polluted urban areas that are virtual gas chambers. Shouldn't breathing be an environmental consideration?

Cancer treatment centers and now advertising on TV, many men now require 'male enhancement' pills to engage in intimate activities, there are handicapped ramps outside of most buildings and a clear conection (not exclusive, but a contributing factor) between climate issues, health and pollution.

The 'inconvient truth' is that the American citizen has been reduced to a 'crash test dummy' by American business that (typically) operates without significant regard for maintaining the quality of our environment. The American people have had their democracy hijacked by big business.

Al Gore for Science Czar?  Yes!  And, more importantly, it is now time for a 'jihad' aimed at  restoring our government and to direct its focus to improving the quality of life that has been sacrificed on the altar of Dow Jones.

Aside to oldtimer...I'd forgotten about Gore the Elder's Nookular Wisdom, but there's a lot more...kids should know Algore is just more US Political Nepotism...groomed and waiting in the wings to carry forth the legacy...if Bubbya and President Daddy have taught us anything worthwhile, it's that the scion can't measure up...never seems to happen!

Super bad idea!  The guy can't even conserve energy himself, let alone tell me and the rest of the country what to do.  All you idiots out there who believe humans are the cause of Global Warming need to do ALOT more research.  Global Warming is happening, but its never been said to be a result of our activity.  From 1900 to today, CO2 levels have went from about 300 ppm to 360 ppm.  With how vast our atmosphere is, how can anyone with a brain in their skull believe that 60 extra particles make that much difference?  Its always been all about the Sun.  It has been more active in the last 15 - 20 years than ever seen in modern times.  There is alot of scientific evidence that is starting to relate the number of sunspots to changes of temps on earth.  Also, I'm sure most of you have heard about the study released a few days ago that changes in the artic ice cap are being caused by ocean currents changing.  Before you attribute them to Global warming, they have proved that these currents have a pattern of change that has existed for thousands of years.  With today's inability of meteorologists to predict weather accurately beyond 18 hrs.  Are you really gonna believe these yahoos about the next 10 or 50 years????    
Doesn't Al Gore know that it was Global warming that ended the ice age which was good for us. Does Al Gore know what caused the Global worming. Does Al Gore now that the CFI Bulbs for lighting that they are trying to push on us are full of Mercury Gases and that if one is broken there is a certain way to clean it up and maybe we might even have to call the EPA to clean up at an expense to us. And if our children break to many Bulbs, we might not be allowed into our homes until it is cleaned up per EPA rules. Al Gore know's nothing.
Al Gore would not know the truth if it bit him on the end of his nose. He did not invent the internet and he certainly did not discover "global warming".

Besides, Gore contributes more to global warming when he uses his private jet or turns on the lights in the biggest carbon imprint contributor in Tennessee
